Wait, who will see who in court? Does he think he goes to court to argue this? Is he telling these judges he'll see them in court? Isn't the next step going to basically be the same two groups of lawyers who have been arguing with each other in lower courts, now arguing with each other in a higher court? Does he mean that he'll watch the next round of hearings on TV and so will literally see them this time?

Correct. In the case of a Supreme Court tie, the lower ruling is upheld, but is not precedent setting. So, basically, the other circuits could continue to rule on such a subject differently as they would not be bound by a Supreme Court tie.

Confirming what's been said, a tie in the SCOTUS means that the lower court's ruling stands. It's entirely possible the 90 days of the EO elapses before this goes through the SCOTUS.

It seems this wasn't even the appeal of the lower court ruling, but an appeal of the emergency stay. So the Ninth Circuit still has to rule on the case itself, and the strong nature of this beat down means it is highly likely that Trump will go 0-4 when the court hears the full appeal. THEN it can go to the SCotUS.
So, yeah, at some point one of these courts is going to end this with "90 days is up, this entire appeal is moot" and probably throw it out.
