Its not that easy. Lots of issues with these places. Plus you need a place to put it.

The bit I heard on the radio said they are doing tours on Feb 8, so you can actually see what you are buying.
I have a buddy that is seriously looking into buying one of these.

Just tear'em down. Get an FBI bin for the materials you don't want, and call all your friends with pickup trucks for the materials you do want. Oh, and bring pizza and beer.

The agreement does say the structure has to be detached from foundation, removed, and relocated....But, it doesn't say you have to do it in one piece. If you leave the land in the condition they are requiring, I can't see why a guy couldn't buy one of those, disassemble it and haul the building materials out for resale, and take the unusable material to a landfill.

I am just going out on a limb here and guessing you have not "disassembled" a lot of houses. You should have it done in a couple days no prob! Good luck with that LOL.

Think people are vastly over estimating what can be salvaged. Almost nothing in the house can be re-used because it would cost more with way more effort to take out and re-install than it would to just buy new and install.
I was working in a house once where the guy wanted to salvage the hardwood to use at a different house. I tried explaining to him that taking it out would be next to impossible to do without damage and it would take a very long time. He didn't believe me, went and hired some guy to take it out for him and within the first hour he changed his mind and started just ripping it out and throwing it away.
Literally almost nothing in the house can be re-used aside from maybe some nice faucets if they haven't took those out already.

Getting more value out of the salvaged parts than the cost of the house wouldn't be a problem (at current bid prices). When you add in the cost of demolishing and removing anything else, almost certainly not worth it, unless you have idle machinery and trucks.
The majority of these houses will likely be purchased by home movers, who will likely store the houses on thier lot, until they can sell them to someone.

I'm not 100% sure but I believe if you do plunk one down on a new foundation somewhere it would need to comply with the 2017 (or current) building code. Depending on the age of the house in question that could be another problem.
