The article says that the video footage was captured by a Calgary Public Library security camera.
If the video was captured by police CCTV, they probably would have deleted it, and the public would never get a chance to see it.

Calgary Police Association president Les Kaminski to be charged with perjury

Sources who spoke on condition of anonymity told CBC News the Alberta Serious Incident Response Team (ASIRT) has concluded its part of the investigation and handed the case over to Crown prosecutors, who decided to lay the charge.
In an interview with CBC News last week, Kaminski acknowledged he was under criminal investigation but said he was "confident" he would not be charged.

And dont forget, they've also been getting paid, contributing to their pensions, etc over that period of time as well.

I heard on the radio on the way home from work (660am) that the case wasn't opened until 2014, and that the delays were mostly due to the "significant issues with trying to work with the Spanish police, as one of the key witnesses is in Spain."

So a friend was just at Cactus Club downtown and I guess gang suppression walks in and the whole Predators team is in there eating. They go solely up to Subban demanding id and giving them a hard time. Apparently he was pretty upset. Way to go CPS, make our city look like we're in the 1800's.
