They were under the roster limit, so it's not a penalty. It otherwise would have been.

Sharks don't get penalized for having too many players dressed and then the refs gift them with a weak call.

The only thing consistent about NHL reffing is its consistently awful and all over the place. Different standards every game, similar to the NBA
