Only on penalties for infractions causing physical harm like high sticking.
The reason for nullifying the delayed penalty when a goal is scored (now, not why it started) is because the penalty likely took away a scoring chance. So if you score anyways, the hook/hold/trip were rendered irrelevant.
I think calling a penalty shot should be made anytime a player has a step on the defense and then it's up to the coach to decide if he takes the shot or the 2min. Far too many PS not called when they should be and then oddly called where the player still gets off a grade-A scoring chance.
