Given Air Canada and United are Star Alliance partners, that shouldn't surprise you. Any flight you take that is US to US will be United, and a number of transborder flights as well - especially if you start or end at O'Hare or Denver.
It's deeper than that even; it's a joint venture in which they split revenues on almost all the transborder flights operated by either of them. UA/AC is effectively one transborder carrier.
I'm also in favour of charging via total weight - passenger, carry-on, checked luggage. But I doubt that'll be happening any time soon.

I fly united a lot and if I am not in boarding group 1 or 2 the overhead is completely full. I check my luggage, no issues there but when I have to wait 25-30 minutes extra as people try repeatedly to find a new way to pack the overhead so theirs fit digs into my connection time. Then after that initial time there is the time wasted while they take all the extra luggage off the plane and load it.
The issue I see is the overpacked bag that barely fits combined with a rolling laptop bag that is too big to fit under the seat which means each of those customers are using double the overhead space.
I agree that this could be fixed initially by enforcing the check baggage rules but once they do you know people will just find another way to get aroundm it and things will be back to square one. Making people pay honestly makes sense because maybe those two overhead bagger people's will be more considerate............or they might not care and decide that since they are paying they will bring even bigger bags.
The real issue is that there are 3 overhead slots for max size bags for six seats. And it's free compared to the alternative.
So of course there full.
I usually just gate check things when they ask if anyone is willing to gate check. As for no seat selection I hop the other guests enjoy sitting with my children if I'm stuck on United
When you gate check do you pick it up when you get off the plane on the jetway, or do you get it at the baggage carousel?
If it's strollers and such, you pick it up at the jetway (so as soon as as you get off). If its bags, then you typically have to get it at the carousel (so it sucks if its your only bag).

I find it depends on when you do it.
If you do it when they ask at the gate over the intercom then it goes under with the other bags. If you get on the plane and the bins are full I have always gotten it back in the jet way.

United is our preferred US airline. We've had good luck for the most part.
This is admittedly a bit anecdotal however we frequent a small dive resort in Honduras where everyone has arrived via a US carrier (pretty much everyone but us are from the US). Being a small resort you hear about everyone's travel experience. Every trip there seems to be someone who had a bad travel experience and almost exclusively it's someone on Delta. Lost bags, late arrival, or on our last trip there half of a dive club didn't make it because Delta just up and cancelled a connecting flight and the people couldn't get there. No alternate was arranged/offered. While we've had our share of delays on United we've never had experiences like we routinely hear about on Delta.
Back to the topic, I read this as a new class. You can fly for $250 if you have no bags in discount economy or you can fly for $300 as regular economy and bring more with you. Assuming that's the case I'm for it.
I also agree on enforcing carry on size and I'd go one step further to make everyone size their carry on before boarding. It irks me to see someone with things like a pro sized tennis racquet backpack. Those hold 6-12 racquets and only fit in sideways. I'm more grumpy with the people with personal bag, carry on bag, and then 3 bags of duty free. I like the Horizon/Alaskan sky check approach.
I'll also take United's class 1,2,3,4 boarding process over the free for all that is Europe. What I'd really like to see is each gate has a mark on the floor for your row from back to front. Everyone finds their mark, lines up and then boards in order. No muss no fuss.

I don't understand how people can think rule enforcement is the issue. It might help on non full flights but it isn't a solution.
Unless they drastically reduce the allowable size a typical single aisle plane only has overhead bin space for 50% of people. Everyone should be bringing a max size carry on with them under the current fee structure.

Have you flown southwest? It's no assigned seats. They board in groups A 1-60, B 1-60, and C 1-60.
A gets up and line up according to their number 1-60, and then B and then C. You can pay $10 extra for early bird check-in which will usually get you in the A's. This will get you almost assuredly get you your choice of window or aisle. I

This happened to us on the way back from Orlando with US Air. The return flight was supposed to go Orlando-Denver-Calgary. When we checked in we found out it changed to Orlando-Charlotte-Denver-Calgary. That sucked with an extra layover but whatever. We got our boarding passes for each flight and moved on.
When we got to Denver we could not find the flight to Calgary on the boards so we checked at the desk and were told that this flight does not exist and there is no history of it. I showed her our boarding passes and said well then why do we have these. Just got a blank stare in return. At this time it was about 7:00PM and we were tired. She told us that another flight was just canceled and they are putting everyone up in a hotel for the night. She said to blend in with the group and get a hotel. I really had no idea what to say at that point so I went to the office where they were giving out hotels and explained what happened. After half an hour of explaining it she agreed to give us a hotel and get us on a flight at 6:00 AM back to Calgary.
We got to the hotel at about 10:30, got a couple hours of sleep before we got to head back to the airport for the flight. During this time we could not get our luggage as it was in storage. I fully expected to not see them again when we got to Calgary but they made it as well. I found out later that they arrived the night before somehow.
