Personally though, I think only an idiot would consider this a "substantive change". Which, of course, is why the NDP government essentially sued themselves over it. I suspect they are only considering trying to change the contracts via legislation now because they don't expect their lawsuit to go anywhere. And, much like their repeatedly unconstitutional attempts to pass a differential beer taxation scheme, I doubt this will succeed either.
In his defence he's a lawyer so he's not going to give an opinion on a complex legal issue on the internet (or he shouldn't). That's how you get a call from the law society.

It could be that Makarov is close enough to this that he should not comment. I'm close but far enough away I'm quite able to post opinion.
My complaint about Makarov's position all the way through this thread is, he has pointed out that a board has said the PPAs are an arrangement not a contract, but has not taken the next step to suggest what that means.
Since that time, the legal filings suggest it doesn't matter. But I could be missing something so if Makarov would like to add to the discussion I'll listen.

Sure. And if you shouldn't comment, don't comment. I respect Makarov's views on legal matters, but his posts thus far have amounted to "this is different but I won't say why". That's not useful, imnsho.
Jason Kenney broke party rules by appearing at a delegate selection meeting Wednesday night in Edmonton.
Kenney and his campaign tactics were not welcome at the meeting, said party president Katherine O'Neill.
"The candidate, which I witnessed, came onto the premises where there was a delegate election meeting, and I had to ask him to leave the building," O'Neill said in an interview with CBC News.
O'Neill said party regulations are very clear. Candidates are not welcome at any of the delegate meetings, and Wednesday night's event in Edmonton-Ellerslie was no exception.
She said it was "very disappointing" that Kenney broke the rules.
To be fair to Kenney the rules stated near but didn't specify what near meant. It's just like when I was younger and we were driving home from the White Spot and my parents said I couldn't poke my brother with the Shirley Temple sword, they didn't specify i couldn't poke him with other things.

If a potential leader of this province can't sort our what "near" means from a professional standpoint, that raises some flags. Just stay the #### away from something like this and avoid all controversy. Sheesh.

I have to say, I havent yet determined who my desired horse is in the race other than 'anyone but Notley' but as I've stated many times, voting negatively gets negative results, I'd rather be 'for' someone.
But crap like this? I dont get it. I hate the political machinations. The subtle buying of votes by pissing off one group to engender favour with another.
Maybe Trump has the Magic Bullet: piss everyone off and they'll love you for it.
