Sure it can be the best thing to drink but not drinking enough daily is incorrect (and I say can be the best thing to drink and in North America it usually is but not everywhere).
People do drink enough. Everyone is different. Most water you need comes form the food you eat which is mostly water. Your body will tell you to drink water (or consume water in some form) far before one is dehydrated. Other forms of water are just fine in terms of water intake.
For saving money then having tap water is indeed a fine way to go. Of course I make 2 gallons of fresh brewed iced tea a week for a whopping extra cost of about 25 cents a week and it's a hell of a lot tastier.
Other things are the obvious...don't eat at restaurants. Don't buy that daily coffee or two. If you've cut the cord and gone cable free make sure that you actually use the subscriptions you have. We just cancelled Hulu as we realized we only watch it about once a month. I treat it like one might when cleaning up a room in the house...if you haven't truly used it in a while get rid of it.

This thread was actually inspired by that, but not in the negative way you're thinking. For the first time I actually shopped around for vehicle insurance and realised the money I could've been saving this whole time had I done so initially.
And then I was in the grocery store thinking "Why do I spend 50% more for the name brand item, when there are cheaper options for essentially the same thing?"
I don't like wasting money. I love being able to spend my money on something I truly enjoy, so I like to make cuts in places where I likely wouldn't noticed a big difference.

I'll disagree, I don't think people drink enough water on the whole, but you are correct in that water comes in various forms and it depends on the person. The general consensus is that 2L a day (whether through liquid or solids) is universally the proper amount. Perhaps even more if you are physically active. Dehydration can be the source of many ailments of the human body.

Muta, what is your source for this figure.
I have a distant memory of an article the spoke about how many other studies that came up with a volume amount of water needed were funded by companies that sold water.

I find the charts pretty good measure if you've had enough to drink and how hydrated you are. This one is pretty easy to follow.
On the topic of cost savings like everyone else has pointed out:
-pack a lunch don't eat dinners out
-minimize drinking and recreational drug use
-Cut cable
-eat less junk food

Also, recreational vehicles such as boats, ATVs, ski-doos, sea-doos, etc. As well, timeshares, cabins, etc... are those necessary to have if you're cutting costs? Probably not.

Agreed, used vehicles is the way to go, same goes for sport equipment for the most part. I can't bring myself to buy used gloves.

A $1,500 car will get you around town, it will also be the source of adventure, kill two birds with one rust bucket.

That's chart seems reasonable until you drink a rockstar and are firmly in the 5 zone regardless of water intake. Mmmm, delicious poison.
But that's not cutting costs, sorry. To cut costs buy your sugar free rockstar in bulk for a dollar each instead of paying 2.59 per can.

Assuming you have the aptitude, learning maintenance and repair skills for houses and cars can save you a ton of money. Just to use a car as an example, by doing almost all of the repairs on my 10 year old VW TDI myself, I've managed to get away with spending a little over $1K on repairing and maintaining it over the last 5 years and 100,000km.
Houses are the same. If you know how to do basic maintenance and repairs you can save a lot of money over time. That said, it's also vitally important to understand your own limitations and know when you're not qualified.

A few places in Europe does this, I think it's quite smart, just like pay at the pump for gas.
