Is the fence broken? Or in bad shape? You're not a bad neighbor if you don't pay for half of the fence if they want to change it strictly because they want a nicer fence. I had my neighbor try to get me to pay half for a fence they wanted when I replaced the fence 5 years prior before they even moved in.

New house = no fence yet!
I just moved into a new place as well, havent spoken to neighbours yet as we will likely wait until next year but I would suggest leaving a note. It should be expected when you move into a new house that there will be cost sharing for a new fence.

If it is built on the property line then the cost should be agreed upon and shared. If you are doing a more expensive fence you could offer to make up the difference.
Without any costs being covered you would simple build the fence on your side of the property line.
Always best to keep an open mind and to foster good relations with the neighbour. To that end, I think it's better to meet them first and then bring it up over the course of conversation.

A lot of new homes have fences though...I'm a contractor and see fences being built all the time by the builder. But yeah I didn't notice it was a brand new home so pretty sure he's not ripping down a new fence.
If there is no fence then yeah obviously they should pay but I'm not sure if they legally have to. In this tough economic market might be hard to get someone to for over a couple thousand. Several payments could be an option if money is an issue as well.

At my old house, we wanted to build a privacy fence. Plus, the neighbours had a pool and part of the fence was damaged enough that kids could get through. We were worried about when our baby started to walk, what could happen.
The current fence was a lattice fence and the old lady liked it for gardening purposes. We also found out her husband was extremely disabled. Out of respect for their situation, we build the fence a foot into our property line and just paid for it.
If you want a fence and your neighbour doesn't, I don't think there is any way you can make them pay for it.
Then we moved about 2 months later :/.

$3K for their share? am I reading that right, holy hell that must be some fence!
My neighbor across the street had an issue with one side when he built their fence, said neighbor always pretended to not speak english and didn't pay. they built the fence just inside their property line.
He came home the next day and didn't the neighbor hang a gate off his fence. I was laughing my a$$ off as he took it off and left it on the neighbors front door step.

$3K for half a fence along one side? Sounds a little pricey. When we were getting quotes it was closer to $2000 for two runs of fence, plus 3 gates.

$3K sounds like quite a lot to me also...we just shared the cost of getting a fence built with our neighbor, was like $1400 including two gates for us and same for them

My brother in law is a bit of a racist, and when he built his fence he talked to his white neighbours, but conveniently never got around to talking to his east Indian neighbours. When it came time to collect payment he learned a very costly lesson about why you should talk to your neighbours. They congratulated him on the very nice fence that he built (and paid for).

Is there foil on the windows? lots of condensation, the smell of meth gently boiling in a beaker?
do you maybe smell the sweet cinnamon smell of decaying flesh?
You should totally break in, or build an even bigger fence with razor wire and electricity.

Why would anyone move their fence a foot into there own property just because the neighbors aren't paying for it? Neither of my neighbors paid their share so I made my yard as big as possible...a foot or more on either side. Plus the bobcats digging the holes did so entirely on their grass.

Just went through the same experience with the neighbours. It is a good ice breaker to talk to them, but there can be some issues that will need to be worked out. Our community has fairly stringent requirements, so it needed to be cedar. One side wanted it extended all the way to the front part of the house (which was useless to me) but I agreed to keep the peace and they compromised on some other stuff.
$3k for half of one side does seem high, but if I could see it if it is an extended length, pricier wood and gate components, and if there are stairs or other stuff done at the same time.

I guess it depends how big your property is. A foot for us was negligible.
Honestly, I didn't even know that getting a neighbour to help pay for a fence was a thing until recently. I always assumed that if you want the fence, you should pay for it.
