EVERYONE voted for that war, based on bad information. Plus, Hillary was the senator from New York, you know, that place where the terror attacks happened? She did? News to me. Everything I've ready said she talked about using caution supporting any one side. It didn't go well, but it was such a chaotic period that it was hard to pick the "right" side. Either way, it's better than having that lunatic Gaddafi in power.

All of this is general hearsay that the right has put out. There's no evidence that anything she did or didn't do had anything to do with the rise of ISIS. The Iraq war and the subsequent power vacuum that occurred following the withdrawal of U.S. forces (which was pre-ordained BEFORE Obama took office by the Bush administration) was largely to blame for the rise of ISIS. That, and the utter incompetence of local governments to contain them.
Honestly, you are beginning to sound more and more like a Trump clone. These are all vague arguments that he's made as well without much merit.

I framed that badly, but the impression I got from by googling is that several medias have tried to dig into it pretty seriously over the years, finding nothing worse than bad optics. There was also a 2015 State Department subpoena that didn't seem to lead anywhere. (We would otherwise have heard from it by now I believe.)
There is a lot of speculation that the Clintons are using the foundation to funnel money to their political campaigns from foreign donators that would otherwise be barred from donating campaign money. Would not surprise me if that was the case, and there are some numbers thrown around that do make things look possibly shady.
Another case of "nothing ever proven" however.
