How are any of his ideas radically different than Paul Ryan's? PR as far as I know doesn't get the hate that Cruz does.

Well in America, states rights is usually a cover for allowing more discrimination. It's almost always espoused by Christian far righties like Ted Cruz for instance. Paul Ryan isn't one of those types, and really he's not that much more liked. The small government argument is also usually bunk with the GOP because they like more control over women's bodies and reproductive rights, more money to the military and more corporate handouts. They just want to cut welfare and social security and privatize Medicare. That's the kind of small government they want.
Also he's just....slimy. Really gross to hear speak. He's legitimately one of the most hated individuals there is, some many people who've done any extensive work with him has had bad things to say. His own kids don't appear to like him as evidence from the classic gif/video. He's just not a very good person really.
