I'm on vacation, not working, so I'm not "reporting" anything. But were I to wager who's LV inaugural GM, I'd put my money on George McPhee.

Foley got permission to talk to Tallon, but apparently never called him.
Got this from the Vegas board on HF. EDIT: can't find the link I remember reading that at, so take it for what it's worth.

Tallon told a Las Vegas newspaper that while Foley asked for permission from the Panthers to talk to him, Foley never actually followed through.

Always thought it was a foregone conclusion that Scott Mellanby was the guy. But honestly not sure now why I thought that. He has ties to Foley of some sort I guess.

I think that's who Foley initially wanted it to be but Bettman swayed him to pick a more experienced GM.
