Pretty much 100% gauranteed that this is the case.
Does T Mobile arena even have slot machines etc. in it at all?

couple of quick questions, players with NMC have to be protected? Am I right? Can a player with NMC write a letter and says he is going to waive his NMC and does not need to protected during a expansion draft?

All of what we are hearing so far are well-sourced rumours about what the expansion draft will look like, but there has been nothing reported officially as of yet. To that end, yes, word is that players with NMCs on their contracts beyond the end of the 2016–17 season will need to be protected. But because we don't know anything beyond a few of these minor bits of information, your second question cannot be answered yet. I would imagine that players would be given the option to waive their NMCs, but how many players would agree to that?

I looked at that but it doesn't take the UFA's off the team and rosters are sure to change by then but it gives a great idea. They actually get a decent team in the end.

Could Dallas leave Nichushkin exposed? It will be one of him, Eakin, Ritchie, or Roussel.
Does Florida expose Jagr?
Nashville will likely move one of its top four in a trade. They won't let Ekholm or Ellis walk for nothing.
As for the LV roster:
They'll have no shortage of solid veterans, with guys like D Brown, C Kunitz, and J Williams. But otherwise their forward group is going to be weak.
The defence will be strong. Better than a half-dozen NHL teams.
Goaltending will be about average.

This is how I see it as well. On first blush, the forwards will be terrible, but they should be able to draft D and goalies and then trade those excess assets. It might take a while (the trades could be for draft picks), but if you subscribe to the "build a team from the net out", they will have a good foundation.

I wouldn't say their forwards would be terrible. But they will be devoid of high-end talent (and I think that's the reason for the high draft picks early).
It'll be like Columbus has been, well, forever.

Wow, according to that site the Jets can't protect Trouba. What they heck are they going to do about that?

Jagr will be a UFA so he won't have to be protected as long as he resigns after the expansion draft.

And on a side note, wow is Nashville ever good at developing and drafting young Dmen. They just traded a young star away, and they will likely have to move another so as not to lose them in the expansion draft.

Preds are one of the teams likely to use the 8 skaters + 1 goalie option.

...and even then they might still lose one, as both Manson and Despres are young (25) emerging top 4 Dmen with size and mobility.
Despres has a sweet heart deal kick in starting next season too. $3.7 per season for 5 years is pretty good if he takes another step forward next season.
