UPD: NHL BOG approves Las Vegas as 31st team for 2017/18. $500 million expansion fee

The NHL’s Executive Committee voted unanimously to recommend expansion to Las Vegas, meaning the final hurdle for the franchise comes June 22 in the Nevada city.
The nine committee members met with NHL Commissioner Gary Bettman and Deputy Commissioner Bill Daly last Tuesday in New York. Bettman and Daly have made it very clear they will not discuss the process until after next Wednesday’s Board of Governors meeting, to be held hours before the NHL Awards.
Bill Foley, owner of the potential Las Vegas team, did not respond to a request for comment.
The Board of Governors’ vote is necessary to approve expansion. It’s very difficult to see a refusal considering the Executive Committee’s approval and the massive downer it would bring to the awards show later that night.
The Black Knights, as they are expected to be called, are slotted for the Pacific Division and begin play in 2017-18.

Haha, and in our division! As hard as they're trying to make this team good from the get go, the harsh reality is they'll likely be a few years from being a playoff team which will likely help Calgary in these next few critical years.

Are they really not giving quebec a team because of conference imbalance? or is it more the quebec economy and canadian dollar?

It is the same division with the Vancouver Canucks, Edmonton Oilers, and Arizona Coyotes, and with declining teams like SJ and possibly LA. If you ask me, that beats the hell out of playing games against teams in the Central.

They love to have a Winnipeg/Quebec in the pocket for quick relocation in a pinch. The Carolina Hurricanes owner has been talking to potential Quebec owners for the better part of two years now (reportedly) and many think that move is just a matter of time.
