No, it's not. It's based on anti-science, homophobia and fear. All donated blood goes through stringent HIV testing that is leaps and bounds ahead of where it was 30 years ago.
Edit: Apparently this is an FDA policy and not a Florida law, so my apologies on that one.

Again, simply putting a 'ban' on guns isn't enough to keep them off the streets.
There is a person shot in Chicago every 2.5 hours. Most of it is due to gang violence. The media has stopped reported on it because its getting old. No amount of gun laws will keep gang members from obtaining firearms and shooting people. We need to go back to the root cause of the violence, and a lot of it is based on poverty and the drug war.

I actually think this is a time for solidarity, and community-wide donations should certainly be a big part of it.
No, the reason for the policy is absolutely not homophobic, and definitely not anti-science.
There is still a window between infection, and when the tests can reliably identify antibodies to the virus - typically 6 weeks, but safely at 3 months. Antigen testing is effective 5 days after infection, but would be prohibitively expensive for every donation.
Promiscuous gay men are still the single group most at risk for infection. By disallowing gay men who are celibate for 5 years, you eliminate a great deal of possible infections.
The ban extends to many other groups as well.
EDIT: Looks like last year that the FDA revised the deferral period for 1 year of celibacy for gay men.

Because establishing a motive is a critical part of any serious criminal investigation. It helps the public and investigators wrap their heads around what happened, among other things.

They aren't. If you are sexually promiscuous, and have unprotected heterosexual contact, you are barred from donating.

I strongly doubt Canadian Blood Services would maintain a policy that limits blood donations unless there was a scientific basis for it. Particularly not on grounds of sexual orientation. I've always understood it to be limitations on testing / risk analysis.

I sympathize very much with your community. I can't imagine how this makes basically anyone who publicly identifies as LGBT - probably something a magnitude larger than terrified.
These acts - heinous and daunting as they are - are still outliers. Most of this society cares for the dignity, and individual worth of LGBT person.
I really don't know how to understand what has just happened though. Really don't.
