I think this system is the best for professional hockey entertainment value and have been dreaming about something like it for many years. My version of it would have 2 teams going down and 2 teams going up each season. But it has no chance of succeeding through the NHLPA, as it would divide players into two tiers.

And we would be relegated right with them.

First, I think you're taking my tongue in cheek response too seriously. But for the sake of conversation, I'll also go serious on this proposal.

My understanding of CroFlames's 3 paragraph proposal is that all 40 teams would be NHL teams. There would just be Div 1 teams and Div 2 teams. All teams would be stocked with NHL players (obviously a lot of current AHL and European players would now be NHL players and make NHL salaries, but most of the new ones would only get league minimum or a bit better). Cro suggested a lower FLOOR for the Div 2, not a lower ceiling. So teams like the oilers could still spend to the regular cap, they would just still lose to the teams like Halifax that are only spending 40M or whatever.

Teams like Halifax, Victoria, Saskatoon and whoever would probably never spend enough to get themselves out of Div 2, but there would likely be 8 to 10 teams spending to the cap to try to get back into Div 1.

Would teams have to discount their tickets when they're in Div 2? Probably a little, but maybe not if they aren't stuck there for too many seasons. Would the franchise drop in value? Maybe, but probably not much, assuming they look like they can climb back into Div 1.

Would owners want this? Well, they would get to sell 10 more expansion franchises, so there is that. Plus I assume Div 1 playoffs would still be the top 16 teams, and then Div 2 playoffs would probably be top 8. That's a lot more playoff games to promote and sell advertising time during.

Cro said 3 teams up and down each year, but probably 2 would work better. Bottom two regular season teams down and then the two teams that make the Div 2 finals go up.

Will this ever happen? Almost for sure no, but I don't think the proposal was that far out there.

So does this mean that the Vegas team would HAVE to be in the fourth slot pre-lottery (even if they finished worse than that in the standings) or that they simply can't be slotted worse than fourth?

pre lottery
4th for initial draft.
Can't be slotted worse than 4th for 3 years after that.

Mike - a "division 1" and a "division 2" is still two separate leagues, no matter how one tries to couch it. And the lower league will generate lower revenues, meaning teams won't be able to afford their talent.

I don't see the need to give them special treatment after the 2017 draft. They will most likely suck anyway, so high draft picks will be the most likely outcome anyway.

What happens if LV has a similar start to their existence that Florida did? Would they still get slotted into 4th for their first three years?

For reference, Florida made the playoffs twice in that span and were much better than the Flames were last year in the other years.

Well that has potential to be pretty dumb if there is no provision in place. I think LV stands a great chance at achieving Florida's early success. A SCF appearance very unlikely, but I think if they have a decent manager and a coach, 80+ points will be achievable. To gift them 4th overall for 4 years will likely not be needed and has potential to set them up when they won't deserve it.

Black Knights? I really hope not. That's about as generic and unimaginative as you can get.

Guaranteeing the new Las Vegas at least 4th would be the opposite of what the NBA did when they expanded to Canada. For the Grizzlies and Raptors they made sure they couldn't draft higher than 3rd or 4th overall. I think without that rule the Grizzlies are probably still in Vancouver. Don't remember the names but they missed out on a few star players because of that rule.

I really wish that people would stop using this word in any context pertaining to the business of professional sports. In this case, the potential to make the LV expansion team highly competitive has nothing whatsoever to do with desert or lack thereof. It's about the potential to grow the business and for the interested parties (The NHL and the NHLPA) to make money. It's about securing a market that the NHL desperately wants, and if it works it could be hugely beneficial to the League as a whole. Conversely, it could be argued that an exorbitant $0.5 b expansion fee should buy the LV team some sort of competitive advantage.

In any case, three straight 1–4 picks in the draft in consecutive years will not make the LV team an instant contender. But it will help to ensure that they will be a better team than those in previous expansions, and this is a good thing in the long run.

Hopefully you still have this attitude if LV springs past us in the standings mostly due to charity. They are set to draft higher than the Flames ever have (save 2014) for four straight years when we don't even know how good they will be. It's asinine.

You're right though, it's their business and they can run it as they see fit. However, as a fan, I am entitled to an opinion, and I think the NHL is massively over compensating. How this turns out might have an impact on how much of a fan I am. To me, the league is lining this up to create another Oilers situation where one team gets to horde top picks thanks to another poorly thought out mechanism to create competitiveness. In our division no less!

In fairness, they are *rumoured* to be set to draft at that spot for four straight years. Dangerous to take that assumption as fact in a thread dedicated to how we erroneously treated a previous rumour as fact.

True. Obviously it might not come to pass, and hopefully it doesn't. But I'm bored and I want to talk about it because I've got nothing better to do lol.

IMO The best way to do this would be to give LV 1st overall in 2017 and only have the lotto for 2 and 3. After that, just treat them like a regular team.

FWIW, RDS's Gagnon is usually right on the money when he breaks stories, which is regularly.

Yeah it's basically all about money from what I can gather. Screw 'fair' for the fans of the existing teams, some billionaires need more ivory back scratchers.
