Skate ramps and half pipes are loud because of the fact that when installed correctly they are essentially irregularly shaped box drums that you slam with a skateboard. Neighbors on my cul de sac growing up had a huge half pipe type deal in their backyard. Some nights I could hear them and I was across the street from them. I can only imagine how crappy it was for the neighbors over their back fence.
The room I'm in now is louder than that with a fan running. Street hockey can be noisier than you think. Here's an example:
In all but a couple cities in North America this isn't an issue. The ban was a result of ridiculous anti-skateboarding bias. Thankfully the city has finally realized that skateboarding is a great family sport.

Huge half pipes won't be allowed. There are also new materials like Skatelite that are a lot quieter than regular plywood.

As the parent of a ~5 year old, I think I really wouldn't mind the sound of kidlets staying out of trouble in my yard or the neighbour's yard. But I've never lived next door to a ramp. I have lived right by loud traffic and schools and playgrounds. Noise is noise. Stupid loud motorcycles and diesel trucks are annoying. Kids doing their thing has never annoyed me.

60 dB is annoying when its a periodic banging noise. Not all noise is created equally. There is a big difference between consistent noise and periodic noise of the same volume.
Skateboard ramps are basically a giant drum and skateboarders are their drumsticks.
Couldn't we say this about all noise kids make? Should all street and backyard playing be confined to parks?
But then what about the houses next to the parks? Should they have to deal with the noise?
I'm talking specifically about skateboard ramps. Not even skateboarding in general, although ollieing on pavement is pretty loud. Running around screaming and laughing is very different then periodically banging a large drum with 100lb hard polyurethane drumsticks.
As for the parks, I don't know where all the skateparks are but I can't imagine any of them are within 25 feet of someone's front/back door.
Seems very self serving on the part of Wooley, he has a picture of him skateboarding with his sons on the Calgary skateboarding website. This is obviously something that he personally benefits from.

This is fantastic. I've always been aware of the bylaw but have usually gone ahead and done similar activities anyway. Growing up I would usually build a mini snowboard park in my back yard every winter. I never skateboarded but would have love a miniramp to bike as a kid. Currently I have a pump track in my back yard and the neighbourhood kids love it. As far as I'm concerned it's better to have kids playing outside than sitting in front of a TV.
Almost every kid skateboards or BMXs at one point in their life. The fact that Calgary is 30 years behind where we should be when it comes to facilities is why there is such a large demand for backyard ramps.

I wouldn't argue that, but i would say that the lawnmower is much louder and that is accepted. So what's the difference? Buddy beside me cuts his grass every 2 or 3 days and takes his time doing it, nobody has an issue with it.

Good call. That's a great example. I guess the only difference is that everyone has to mow their lawn to keep it not unsightly. But I digress. Look, from a noise bylaw perspective this makes total sense. Skateboarding on a ramp is no different than construction, mowing the lawn or other similar activities. I don't have an argument that the bylaw shouldn't be changed. I guess where I'm coming from is the belief that if you do build one you're a dick neighbour.
