Depends on the arrangement he may or may not have had with Ireland officials. Dignitaries, other high ranking officials or security can have their permits recognized by other states. Hard to say but it wouldn't surprise me.

I find it difficult to believe that an Ambassador would be carrying a weapon. Its more likely he'd have security somewhere around him, but I doubt he personally would have a gun on him.

It seems a little embarrassing to me...especially as the guy was so much smaller than him. I think he should have concentrated more on protocol, and left the matter up to the Irish police to address.

I don't entirely disagree, but the assailant was also alot younger & spry than him, so I think it evens out physically. Although I do give the mental edge to Vickers because he's actually killed a man before. It's like one of those Mantis Vs. Black Widow youtube videos you know?
The Irish police looked to be treating this like a front row spectator sport instead of doing their job in a timely fashion.
