I do suspect that the Flames will attempt to develop one of their younger goalies down there next year. If possible. They do have about 9-10 picks, so the team might have more "use" in the coming future.
Having a 60 contract cap probably would be good for the development of fringe prospects. It would also help the publicity of the ECHL as a whole.
There must be several drawbacks to the idea though. One problem might be the extra costs associated with managing more prospects. Teams like Arizona are tight on cash as it is. There might also be less room for professional non-prospects in the minors.
