So with the state of things being completely and utterly FUBAR, do they consider sending in ground troops just to help manage the 10s of thousands of people who are indefinitely homeless? What are the plans for something like that? If there's no city to go back to, they're going to need some serious aid immediately.

that is basically what they did in june 2013.
It takes time (24- 48 hours) to mobilize and set-up everything for a response of this size.

the state of emergency declaration allows for 'special powers' to be given to municipal/provincial/federal governments.

No. I meant the special powers. Get the troops in to help. Get stranded motorists off the highways. Get more personnel on ground. Let local authorities coordinate efforts... but I don't understand the delay in issuing the order.

Sorry to have offended you.
For the future how does it work, do you have an email that I can send future posts to for approval, is there a committee that determines what is acceptable?
It irks me when people take the stance that somehow these people got what they deserved. No one deserves what is happening up there. I don't derive joy from being outraged, I feel sadness that other Canadians view Alberta with this slanted take.
