Can't vote. You can't compare a 20 year old OS to a current one. What you can ask is which one had the most impact at the time, or which was the biggest improvment. I'd have to say Win 95, Win XP a close second.
Basically as it is you can go up the list and say every newer version is better than the previous one with the exception of ME, Vista and possibly 8/8.1. Though I use 8.1 at work and prefer it to 7 for most things, as long as classic shell is installed.
NT was the biggest leap by quite a bit, IMO. It was the first step in making Windows kind of a real, stable, usable OS.
NT started pretty useless though. It wasn't until Win2K that it really became worth running, though even that was full of issues until about SP4. Obviously it had to be done, since the MS-DOS model was a dead end. Win ME was just a bad idea on MS's part, they should have gone all in on Win2K instead of waiting until XP.
And I still have no idea why they continued to pump out 32 bit versions of windows until Windows 8. Vista should have been 64 only. Certainly Windows 7.
If I ever become rich and famous (well... ) I want to collect a computer from every Windows OS. I'm already sort of close, as I have three Windows computers, running 10, XP, and Millennium Edition, but I want to collect one of each. Lofty, sure, but I could easily go on eBay right now and buy a Win95 laptop for $20, it ain't hard.

I laugh at the thought of an early 2000s PC being considered retro. I think the first computer my family owned was an IBM PS/2. Probably some of the best early games I can remember:

I remember using some version of the Apple IIc in elementary. I can also distinctly remember teachers refusing to accept papers that were typed back then.

I remember playing Ultima, was fantastic 30/35 years ago. My father's friend was a bit of a mad scientist, absent minded professor type. He built a computer for a camera, infrared system for detecting forest fires that my dad was testing out. It was a massive box, from what I can remember it was in a 4x4 foot travel case but had a tiny 7" monitor built in. My brother and I played Ultima on that thing for hours on end. I think today the computers are 7" and the monitors are 4'. Crazy.

So many memories. Ultima 4 (or was it 3?) blew me away. Having to mix spells, being able to travel as a group, taking over ships, and a great over-arching story. It was also the first game I could modify by going into a hex editor and giving myself unlimited gold, weapons, etc.
LodeRunner was incredible too - the animation of the little running guy was terrific, and it was a great mix of action and strategy. Was killer when you had to dig like 15 holes over 4 levels, and then realized halway through that you didn't dig far enough to the left, and ended up burying yourself to death.

Cracking games was always a huge thing on my Commodore 64, I don't know if I bought too many games, but when I did we pulled out our copy of Locksmith, or gamecopy and punched out a bunch of copies for our friends.
I still remember that the first game that I got for my commodore 64 was Forbidden forest, a monster game that took an hour to load up on my tape drive.
My favourites were Load Runner, Maniac Mansion, all the Ultima's, Bard's Tale, Skate or Die.. oh man this is a long list just to many good games. I think I'll bust the box open when I get home tonight.
Edit: Just googled a list, man alive was this system ever awesome. There was also a Knight's Tourney game or something for it that I really liked that isn't on this list:
