Putting a few pounds into a chunk of scrap metal and turning it into shrapnel when you are in the blast radius means you are an idiot and have no one to blame but yourself.
I don't care if you think someone "needs it" or not, its perfectly legal.

Your right there is no way that could be used as a public safety hazard at all. Theres no way that it could be used for terrorism at all. I'm sure that because its 100 percent legal no one could take advantage of it.
Why is something like that legal? That's the dumbest thing I've ever seen. There's zero concept of safety in packing something with explosives and shooting it. But if I want someone dead, I put some of that under their car or in their house or whatever and shoot it, I don't need to be accurate at all if I put 10 pounds of it out.
I'm against morons with weapons like the ones these moron's were shooting, I'm even more against this kind of stupidity.
Maybe a few more deaths or super sonic amputations will either make it a prohibited chemical or remove some idiots from the gene pool.

What rifle are you using? Because unless your projectile is travelling at 2000+ FPS at "a couple thousand yards" it aint gonna work.
How does your plan work anyways?
"Excuse me highly sensitive targets, don't mind me, I'm just gonna set this 50 pound container of binary explosive next to you. Don't move, I need 15 minutes or so to get back a couple thousand yards, set my dope and hopefully my master plan leaves you all dead."
