Yeah, I get all their GCL gimmicks when I watch games, and the ref cam hasn't been one of them.
Maybe they have discontinued the ref cam. It could be that it is an optional camera that a ref can decide to wear if they want to. The original marketing material said that there various new features (Sky cam, ref cam, star cam, etc) were only going to be available in certain arenas and certain games. I never did like how Rogers was only providing those features to their product subscribers and not to all Gamecenter customers.

That's what I thought too, that it was simply done with, but then it popped up for the winter classic again
They should all really wear them in the all star game, seeing as there shouldn't be any issues with contact (and even if one did end up on the ice it's not like it would matter)
The ability to bullet time the point of view is super cool. I wish they'd line the back of the crossbar with GoPros so you could get in-net views that had a video-game like maneuverability for replays. Hell, line the glass with them and do it for the entire surface.
