I can just imaging somewhere someone saw the numbers and thought they'd won during a drawing party
"Ha hahahahahahahaha, so long losers, screw you Carl, I've always hated you. Hey boss I quit, you feeble minded twit, if your daddy didn't own the company you'd be mopping the floors.
Oh to my lovely wife, I'm rich so you'd better get your flabby butt on the Star master, oh and get rid of that foul stanky beast you call a mother"
But, as noted, the Powerball lottery uses a drum and ball system rather than computerized random numbers. IIRC, 6/49 and Lotto Max still use ball and drum as well.
Since computers are incapable of being truly random, lotteries will always use physical balls, or something similar.
The online player from El Salvador won the 2nd prize in the Powerball through theLotter. Sales for record $1.6 billion US Powerball went through the roof. Tens of thousands of new players joined theLotter. Here is the news: https://www.thelotter.com/?uaff=1497733
The website will also give you $5 USD after you register, so it is a good source for buying US lottery tickets. Now the price is back to $5 per ticket instead of $7.

A woman by the name of Cinnamon Nicole from Cordova, TN has raised a little more than $800 in seven hours via her Powerball Reimbursement Go Fund Me page.
Nicole alleges to have spent all of her money on purchasing tickets with the assumption she would win the $1.6 billion jackpot, but soon realized the winning tickets were sold in Los Angeles, Florida and Tennessee suburbs.
Despite the chances of anyone winning the jackpot being 1 in 292.2 million, Nicole still decided to go big, and unfortunately now can’t go home because she allegedly doesn’t have any money.
