Don't forget about the taxes 25-28% I believe + 5% if you don't have a US tax id
My guess is if the winner somehow came from a ticket purchased via thelotter.com, an endless amount of litigation and court battles would follow- powerball not wanting to pay, other first hand ticket purchasers crying foul etc. Have a hard time believing it would be a simple process if you won via a 3rd party purchase.
There is a reason the jackpot has been so high and is growing....they nuked the odds recently. They'd be much better off splitting it up into 130 $10M payouts (enough to live well off interest alone), but that'd hardly garner so much interest and buy-ins.
$1.3B to one person is pretty insane though. Not that $100M+ isn't a ludicrous amount in on a regular basis to begin with.

Same thought process is why Lotto Max supplanted Lotto 6/49 as Canada's biggest lottery - the $50 million jackpot is too tempting a target. Though it is interesting as well how the number of $1 million prizes has also become a major draw for the lotto. But I don't think that system would work very well at the kind of money the Powerball is at. But could you imagine something like one $250 million jackpot and a thousand $1 million draws?
If I won the powerball, I would totally buy the Oilers and drive them into the ground.
I'd hire the biggest clowns to run them, threaten to move the team if I didn't get an amusement park built after me, totally jack up the ticket prizes, while driving the talent away by ignoring their medical problems and hiring the biggest boobs I could to coach them.
Oh wait.
