Is it just me or does this new Quebec arena seem really bland and bare bones for a 2015 built arena?
I guess that's probably how it had to be with no NHL tenant but every picture and rendering I've seen of it just seems like they took a 5000 seat, bare bones junior hockey arena and extrapolated it to 18000 seats on a graphic design program.

The actual arena bowl looks pretty generic but if you go to the site and see the renders of suites and boxes they look pretty impressive. Makes the Saddledome look prehistoric in comparison.

Incidentally, when the Expos made their debut, 3000 seats at Jarry Park really were folding chairs. So that would at least follow Quebec tradition.

You'd think both the LV and QUE groups would compete to buy and relocate the Hurricanes, it would be way cheaper than the expansion fee. In addition, the team would come more stocked with talent than if it had to build from scratch (expansion draft).

I would much rather see the Coyotes or Panthers move before the Canes. Agreed that when the product is good, that seems like arguably the craziest arena to play in. It'll always be a niche sport in the Carolinas obviously, but they seem to have carved out a nice little niche. Now all they need is a team for the market to get excited for again.

That would require that the NHL Board of Governors approve a relocation. They're not about to kiss half a billion dollars goodbye by doing that.
When, and only when, they have collected their pound of flesh for the two expansion franchises, they'll look at allowing existing franchises to relocate to any markets that are still available.
This is the end game – the real reason why Gary Bettman poured tens of millions of the owners' dollars down the bottomless pit of Phoenix, among other things. A cool billion in expansion fees covers those losses many times over. You may be sure that the owners gave Bettman his marching orders to do exactly that.
