This is ideal anyways.

Pull out the seats for CFL/MLS games for better sight lines. Hide them for public use days.

The project is on par with something you would see in New York, London, or Paris. People will visit Calgary to see it.

Clearing some things up:
Roof is fixed not retractable the rectractable part of the Powerpoint was pointing to lower bowl seating in the stadium.
The retractable portion is the lower bowl seating in the FILEDHOUSE which would come out over the track for Stamps games and or possible soccer events.
