Death counts will probably be supressed for awhile. If death count goes above a certain count apparently heads will roll for someone at the local politburo office.

I think what CC means is that China does not have tough regulations or regulatory bodies that ensure safety like we are used to in the west.

Calgary's density is about 1700/km2 so reasonably close to Tianjin's overall density, but that can be misleading. New York City has an overall density of 1800/km2 but that's spread over 11,000 square km. Manhattan, obviously has much much higher, so areas of Tianjin will vary widely around that 2000 mark.
