I was under the impression that they've already decided to develop it. The question seems to be is if they'll develop it for the Flames and give (sell or lease?) the Flames the land.

You might be misunderstanding how it works. The idea is that the City of Calgary will be the developer of the proposed West Village Entertainment District. They will have to front-end ALL of the cost of clean-up and servicing of the land assembly. Then, they would either sell the fully-developed sites/parcels to interested parties for further construction (i.e. East Village model), or build-to-suit facilities that would be further transferred to holding entities (i.e. the Calgary Saddedome Foundation) that would then act as landlords and lease them to facility major tenants (Calgary Flames, Calgary Stampeders etc.). Currently, Flames lease the Saddledome facility from Calgary Saddledome Foundation, which is managed by the Board of Directors appointed jointly by the City, Province and some community organizations. I could be wrong on this, as I don't have all the data, but none of the NHL teams own their arenas. I believe they are all leased from their respective municipal authorities. Wouldn't mind having the actual data on this.

The Canucks, Senators, Maple Leafs and Canadiens own their own arenas.
From what I remember the Flames lease the Saddledome for $1 per year and don't pay any taxes.
Yeah, I said the government would be responsible for the clean up. Maybe you should reread what I said.

I did. Your point was that somehow Flames are on the hook for only some of the costs while the government has to incur all the rest. That's not accurate. The City would have to appoint a development authority (CMLC or a new entity) that would go on to obtain financing for the whole development, including clean-up. This becomes a project cost that would need to be recovered somehow, through sale or lease revenue.

The Flames will be on the hook for their facilities and will be looking for the government to provide the clean up and the roads. How this is paid for is probably the delay but the clean up and the roads is historically the government responsibility and can be sold to the taxpayers as a needed project.

There's unlikely to be any federal money for the construction. Edmonton and Quebec didn't get any for their arenas. Winnipeg, Regina, Hamilton, and Ottawa didn't get any for their stadiums.

Was thinking the bigger project and not specifically just arena - if there were to be significant infrastructure changes in road alignment, bridges, etc. Suppose probably still all province and city though given the transit money and ring road money Calgary just got.

I'm a criminal, a straight up criminal, and I specialize in sneaking in and seeing arena designs before they're released to the public, and I can say you people are going to fall out of your chairs when you see this design.
A lot of my criminal friends mock me and say that crime is supposed to net you profit, and that sneaking peaks at arena designs is too specialized and doesn't pay.
But when they see this thread and the joy I've brought to you guys with my tidbit they'll understand why I do what I do.

With all the money Calgary got from Harper in the last few weeks, I'm not expecting any federal money for quite a while, regardless of who wins in October. The only exception may be for the clean up. I thought I read somewhere that there is a list of creosote sites that are on a federal list for eventual cleanup? If things got worse and it keeps crossing the river, this site could get on that list?

Damn. This means it is going to be "western" themed most likely. Perhaps shaped like a boot. Edmonton's looks like a pork chop, ours will be a boot! If it is faux historicism or western themed I'll be extremely disappointed.
