I actually thought handing out a bunch of $1M was a good concept. Its not that the prizes were capped, they just spread them out when it got over 50.
When they had 10 extra Ms your odds of winning a big prize were literally 10x better than almost impossible.

So did they scrap that? That's usually the only time I bought tickets was when there were some of the million dollar prizes.

They didn't. The jackpot is larger and the million dollar prizes still kick in at $50M jackpots or higher.
