During the 2012-13 lockout Semin played 20 games with Torpedo Nizhny Novgorod of the KHL scoring seven goals and 10 assists.
Carolina placed Semin on unconditional waivers last Tuesday and bought him out. He will cost the Canes $2.3 million against the cap until 2020-21.

I would love to get semin on a one year sweetheart deal. I still think Hartley could make him shine. He'd be a great winger if he could hit his stride and be paired with some defensive responsible players like backlund. I think he'd be worth it for anything under 2 mil.

No issue with bringing in Semin on a 1 year prove-me deal depending on how much he wants. He has an excellent right-handed shot, capable of playing both wings, and when he's at his best he's a very talented player. Prior to this year, when healthy (an issue with him), he was pretty reliable for 50 points, even if they sometimes came in bunches.
I think a Semin-Backlund-Frolik line would make for an excellent two-way second line.
Just don't get suckered into giving him a long-term contract if he does have a good year.

A common misconception with Semin seems to be that he is bad defensively. He's certainly not going to be mistaken for a Selke candidate, but he's not the type of player that needs to be paired with defensive responsible players. At his best he's a decent two-way player, the caveat being that is when he's playing at his peak. When he's slumping (or being lazy, whatever it is) he really sucks at everything.

added Hamilton
added Frolik
Bennett, Ferland, Gaudreau and Monahan will all be a year older
The Flames don't need to risk the room bringing in an enigmatic offensive player like Semin.
They need to get bigger and harder to play against. They don't need to try and score more gaols at the expense of everything they have built so far.

Bennett and Ferland will be playing their first real seasons. That's basically 4 new players over last year

Can't look at it that way. Oilers added McDavid. Ducks added Hagelin. Kings added Lucic. Sharks added Martin. Plus their young players are a year old too. Canucks and Coyots suck.
I don't see anything wrong with adding Semin on a 1 year cheap deal. He was great in Washington. His first year in Carolina was solid as well, leading to a big extension. He adds skill and is a big body (doesn't play big but still not easy to knock off the puck) and a right hand shot.
Gaudreau-Monahan-Hudler
Frolik-Backlund-Semin
looks better then what we have right now.

If that's the case I would still put Semin on a PTO and have him work for it through training camp. Then if not enough prospects are ready to make the jump (kinda doubt it) or if the injury bug hits (highly likely, knowing Hartley's camps), sign him to that sweetheart deal. But if I'm Treliving, I don't make any decisions until after everyone's had a chance to see the players in camp.

I can't see the Flames signing Semin even if it's a low risk deal. It sends the wrong message to the group. I'd rather see Paul Byron, who is never questioned for his effort, get a crack at it. Frolik is a far better addition to the 2nd/3rd lines.

We would have to move a few bodies to make that work, but it isn't anything that's a huge deal. Losing 2-3 of Raymond/Bollig/Jooris/Byron/Jones would make the necessary deletions to the roster that you could add another player.
If you added an offensive talent like Semin to the roster, that would help give the Flames enough offensive depth that we would get elevated into the top tier of the NHL and would be an even more legit contender than we already are. I'm not a fan of his particular game, but he would add some secondary scoring depth and would be motivated to rook another team into a long term deal.
