I can see that point of view for sure.
 
I ranked my Dmen based on what I feel their NHL upside is if they hit it.
 
While Wotherspoon is probably more likely to be an NHLer at this point, I think that based on Kulak's skating, shot and offensive capabilities he has more upside in the NHL if they were to both make it.

They picked Andersen at pick #53 and passed on Kylington.... full stop.  Then 6 other teams passed on Kylington... 2 that picked d-men. 
 
But based on some Central scouting report done  6 months ago that had Kylington highly rated they figure OMG we got a 1st rounder.    They just choose to ignore the reports that in some games Kylington was awful... a game changer ... in a bad way.  
 
 
There can be some arguments made in the abstract about Wotherspoon or Seiloff or Hickey being better or worse because of numerous variables. Is there a better skating player on this list than Kylington? Flat out, no.  
Does he need to develop just like the others on this list? hell yes.  
Does he have the highest upside of any player on this list? By a country mile.
