Not really.
Some scouts and hockey pundits think there are 300-400 top NHL aged players in the world at any given time. Most of them play in the NHL already. From there there are 2000-2500 players who are either already playing in the NHL or haven't yet due to circumstance, opportunity, family, chances, etc. These players are generally interchangeable. Results may vary based on chemistry and coaching.
At this point, adding two more NHL teams would be the equivalent of letting a half a cup of ice melt in a 7-11 Double Gulp Cup. Slight decrease in syrup (talent) to water (NHL players). Barely noticeable and it depends on how much syrup each franchise is adding to the fountain (NHL gameplay). I could go on and on but now I'm really thirsty.

Not advocating Arizona to stay, but why are they always the ones that get talked about to be the first ones to move? The Florida Panthers are just as bad if not worse.

Plus, QC is a good negotiating tool for teams to get public support. Having a realistic city in their back pocket that team can relocate to overnight is great for the owners.

What's ever happened to Kansas City? Don't they have a state of the art facility just Dying to be used up by a full time tenant?
Around here in Victoria, there's some real enthusiasm for a Seattle team and to Jump ship from Vancouver.

Diluting the talent pool might be a bit of a concern but I think at the same time you offer more opportunity for players to break out. How many star players are really on each team anyways? The majority of players that make up a team are your middle of the pack or bottom 6 type guys. It is a consideration but I don't think it would really be that big of a deal. There is quite good parity around the league and I don't see that changing much with a couple extra teams. In the long run anyways.
