I always thought (as everyone else does) that it's completely silly to hold a WC in a country of 1.8 million people. However, what I didn't know is that there are only 278,000 Qataris, and over 1.5 million foreigners living in Qatar.
12 large stadiums in a country with 278,000 citizens.
The stadiums are designed by Albert Speer's son. I'll just leave that tidbit here.
The entire population of Qatari citizens wouldn't even fill up all 12 stadiums.
By resigning after the election (as opposed to letting Ali win by resigning before) he buys time to organize a successor of his choosing. Someone on reddit indicated that the election wouldn't be for another 4 months based on FIFA statutes.

The pressure on him is greater than I imagined but I think he chose to resign after the election as this will allow him to build a path for his hand picked successor rather than letting the opposition simply walk into "his" office.
