just to be sure: the "100k per point improvement" rule is already in effect this year and will be added at some point this summer, correct?

No we never agreed on that. It was suggested but never formally agreed to. I don't know if we have last years standings. Without that we don't have a way of doing it

I have been trying to find last year's standings for a while now without success. I have asked around a bit as well, but no luck yet.
