They need to delay on the whistles. In this case if the ref had taken an extra half second to get closer and get a better angle it is a goal.
I know they want to prevent scrums from happening if they allow players to whack at a goalie but a better solution for that is to call penalties.

Nah, I know refs make mistakes and there's no conspiracy for one team over another. Might have been because of another board. People on here are pretty good about that crap.
