Owners and crowd comfort. When I was a kid, you'd go to a game and it was freezing in the rink. It costs a lot to keep a rink cold and people don't like to be cold, so they try to find a healthy balance.

I will say the timeline to when the ice seemed to get worse is close to when they did the renovations as it's possible that more heat is out of necessity with the luxury boxes being closer to the ice than in most modern arenas that were built with luxury boxes in mind.

Maybe the issue is the buildings Air Conditioning can't keep up, and not worth replacing.
