Personally, I find it just as troublesome that along with certain heads of state invited to take part in the celebrations, he also invited the Bosnian Serb separatist leader while not inviting the actual current Bosnian head of state. That would be like inviting the Bloc Quebecois leader or Quebec Premiere and not the Prime Minister of Canada. As far as I can tell, he was the only non-head of state (or designated representative) that was invited. Combined with the back-and-forth meetings he had there and in Moscow back in the fall, it seems like he is purposely trying to stir things up in a region that really doesn't need that now.
