The problem here isn't the NHL rules, it's the NCAA rules. Because of the draconian NCAA rules, NHL teams are very limited in what they can do in terms of a player's development. So the relationship between the NCAA player and the NHL team are kept at a distance.

Did the Blue Jackets try to sign him before this year? If not... its their fault. They had 3 years to sign the kid.. if you wait until he hits his 4th year.. then why wouldn't he wait a few extra months to pick where he lands.

I don't get the bitterness towards Reilly. Out of each draft NHL teams only typically only sign 3-5 players. It is not uncommon for CHL players to re enter after two years of for NCAA players to wait it out and become a Free Agent. He owes nothing to Columbus, he never would have even got a jersey out of them (by NCAA rules). It is also very possible they never even approached him with a contract proposal for years after they drafted him. I know of WHL players who have been drafted and were nevr offered a contract at all in the following two years. Drafting any player only means you own his rights, neither side owes each other anything in this case.
Another reason is money. Being a fourth round pick the BJ's were only going to offer a 4th round type contract in terms of money. It sounds like if he hits the UFA market his first contract could be for the ELC max, which is far beyond what any 4th rounder would get. This could very well be the only contract he will ever get so I cannot blame him for wanting the best contract available.
It is kind of funny how the GMs have an unwritten rule that they don't draft any re entry player from the CHL higher the second time around then they did the first time (J. Stoll wuold be the exception) but when NCAA players hit the market it can turn into an all out bidding war.

What about all the players that are drafted by teams that the teams never sign? What do you have against a player who played four years in college, has received virtually nothing from a team, and now has a little bit of room to try and make the best for himself, his career and his finances? If you were a player wouldn't you want to use this time to play for your hometown? I get it's not exactly the same, but if you (personally, not a general) came out of university for a lawyer/accountant/engineer job and were told which company would be employing you, wouldn't that suck?
Kevin Hayes wanted to play in the NHL. He's now doing that with one of the top teams in the league. If he signed with Chicago, he'd likely be in the minors. I don't understand how you fault a guy for that.

They should change the rule so the team losing the drafted player gets a compensatory draft pick at least. Tack it on to the end of the 2nd round or something.

I am so happy we are talking about Johnny Hockey potentially scoring 60+ points for the flames this year instead of worrying if he will sign or not.
Hate this loop hole

It's the free agent part that makes me hate this. A drafted player junior doesn't sign he goes back into the draft, the same should be for the NCAA guy. Lets see how fast he signs in Columbus when the Oilers are projected to grab him in the first round...
But really this has happened enough in the last few years that teams are aware of the dangers. I really don't see it as any different than signing the CCCP guys back in the 80s and early 90s, you use the pick and take a shot he will join your team, but in the end it is just a shot.
Thank god Johnny didn't pull that on us.

Well technically it is 4 years for Reilly from his draft year. If a junior player (re-entering the draft once) didn't go pro for 4 years they would be an UFA too.

They'll definitely try and do something to close this loop hole up. GM's can't be crazy about losing their prospects for nothing.

That doesn't mean anything. Gaudreau was a fourth round pick and he received a maximum contract with maximum Schedule A bonuses and even some Schedule B bonuses (Monahan didn't get any Schedule B bonuses on his contract, so Johnny's contract is slightly bigger than Monahan's -- although Schedule B bonuses are difficult to achieve).
If the BJs wanted him to sign with them badly enough, they would offer him a maximum contract too.
The one thing they can hope for now is for Minnesota's season to end early and they can convince him to sign now and get his signing bonus early and burn off a year of his ELC to get one year closer to free agency.

It's not a loophole. This is the intended effect... they want to roughly harmonize the length of time exclusive negotiating rights are held.

Norm!

It would smell to high heaven if he signed with a team where his dad is a minority owner. It basically would be a huge conflict of interest.
I would have no trouble with it if the NHL forced compensation to the Jackets if the kid signed with his dad's team.

This is clearly because he wants to sign with the Flames. Everybody wants to sign with the Flames. When Iggy and Bouw were traded they immediately said to themselves, " I've made a huge mistake." Now they want to come back to the Flames.

Considering the player can't even have an agent those exclusive negotiating rights are about a month if he stays in school. said it before and I'll say it again team should have a year to sign a player after he leaves school.

Unsigned players like this should reenter the draft, plain and simple. Otherwise there's nothing stopping top prospects drafted by awful teams from going to college for a couple of years and then becoming an UFA.

4 years, one would have to forego 4 years worth of salary to skip out on an awful team and then sign as a UFA after that. I think a far simpler solution is to force all NHL teams to sign all draft picks to entry level contracts. That way you close this loophole.

Well besides losing out on years of earning money. A top player would lose tens of millions of dollars by playing NCAA for four years to become a free agent.

Can you please explain how Kevn Hayes has lost out on tens of millions of dollars by signing with the New York rangers as oppose to the Chicago Blackhawks?
