Technically they don't have to until the other team touches the puck
Turco used to be really smart about that and would just pull himself for an extra attacker when his net was knocked off, knowing there was no risk of the other team scoring as it was essentially a delayed penalty.

Well then you haven't watched Stajan enough over the years. He's a decent playmaker, but he's really inconsistent. I've seen plenty of nice plays by Stajan over the years. You just can't expect them all the time.
