I think Flames management is actually very strict in this regard.
Just from years spent watching this team, I think they have a policy in place, wherein they will spend to the cap every season (or spend as much as they could prior to the cap), and they will spend whatever it takes to bring in the off-ice personnel the organization needs, etc.
But they draw the line in that they will not pay players to not play hockey for them.
They exceedingly rarely buy players out, they don't bury big contracts in the minors or overseas, and they don't retain salary on trades.
The only recent exception I can think of is Shane-o-Rama, and that was a very small contract, for a depth defenceman, who was playing in the AHL.
I think it's just a general policy of the Flames that they will give the manager whatever he needs, and they will spend to the cap every year. But they draw the line at throwing away money to cover up the managers mistakes, ala the Rangers.
I think it's a great way to run things, to be honest.
