I wondered the same thing, but apparently when the workers found it, they spread the news faster than the police could stop it.

			This has to be some old construction project that some city hall guy has forgotten about. How would you discretely get away with this? The huge piles of dirt you'd need to dispose of would be enough to get you caught.

At the risk of invoking the "This looks shopped" meme, this looks shopped. The middle part of the paper looks relatively crisp compared to the heavier pixelation on the top and bottom parts, which suggests that they were photoshopped onto an existing newspaper. But mostly, because the 649 ad seems to have the blurred out word 'September'.

			Looks like they found the guys, interviewed them, and deemed no criminal charges were required, as they had no criminal intent and were simply digging it "for personal reasons".
 Toronto Police won't elaborate on what the "personal reasons" were, but I'd have to imagine it would probably be some sort of religious/shrine sort of thing to warrant no charges at all for such a high profile thing.

			I was thinking doomsdayers or survivalists.
 It's a little annoying that they made such a big deal about it and then aren't bothering with an actual explanation.
