Noticed that too. My guess is he was confusing the 25 game cutoff for retaining rookie status with the 9 game cut off for an ELC sliding contract.

Biggest thing is if he goes on the conditioning stint he will be back after trade deadline when there is no longer a roster limit. He can get a chance to get into the lineup without the flames having to send anyone down

In order to send a player on a conditioning stint, he has to be activated onto your NHL roster and counts against the NHL roster limit for the time he's in the AHL, so they would have to send someone down along with Bennett to make room for him on the roster before the deadline.

I stated this before, but the week before the trade deadline, the Flames are on the road playing against the New York Rangers, New York Islanders, and New Jersey Devils.
All within a 3-4 hour driving distance from Glens Falls.
Easy for the Flames to operate with a 22 man roster during that time, with Bennett on a conditioning stint and giving them time to adjust to any injury or sickness needs.
Then the next week is the trade deadline and the roster limit is lifted.
If Bennett is sent to Adirondack, he could potentially play the AHL Leafs 3 times, AHL Canucks and AHL Habs during his conditioning stint.

Bennett cleared for contact. Decision on where/when he will play in 7-10 days
This is really a no lose situation we're in. Send him to the A on a conditioning stint. If he can't keep up in the minors, then he's not ready for the NHL and he can go be a leader in Kingston (hopefully for a playoff run) and have a full, healthy summer to train. If he looks legit in Addirondack, call him up and give him a few games to see what you got. If he's appears even slightly over his head, send him to Kingston and the same situation applies. If he comes up and plays lights out, we have another weapon in our arsenal (without having to worry about roster size) as we battle for a playoff spot/run. Love it.

I was wondering about this too - I wonder if it has anything to do with maintaining his Calder eligibility?
Sam is a competitive guy, and there's no way he can win it this year. Maybe he looks at McEichel coming into the league and wants to the hockey world to measure him against those guys directly.
Especially with one of them likely to end up in Edmonton. I don't think Bennett would like an Oiler winning Rookie of the Year over him.

One thing I haven't seen brought up is the AHL playoff eligibility rules. This was something that came up last season where Agostino, Van Brabant, Gaudreau, and Arnold were all signed to NHL contracts after the trade deadline, so they were ineligible to play for the Heat in the playoffs.
According to the CBA, a player can only be sent from the NHL to the AHL after the trade deadline if he was also called up from the AHL after the trade deadline. That's why there's always a bunch of paper transactions to "send down" players on the morning of the deadline and immediately recall them after the deadline (which, barring any changes to the lineup between now and then, will likely happen with Wolf and possibly Jooris this year).
The only players who can play in the AHL playoffs are those who were on the AHL roster at the NHL trade deadline plus any draft picks/signees who were in an amateur league at the deadline who go to the AHL after the completion of their junior/college season.
I believe that Bennett can only be eligible to play in the AHL playoffs if he is returned to Kingston prior to the deadline (or upon being cleared to play if it's after the deadline). If he is on Calgary's active NHL roster after the trade deadline, I believe it would make him ineligible for the AHL playoffs (because he can't be "paper transactioned" at the deadline).
Oddly enough, if I understand the rules correctly, he could be in Adirondack on a conditioning loan at the trade deadline and it would make him ineligible to play for Adirondack in the playoffs because he would be considered to be on Calgary's roster.
This will likely have minimal impact on Treliving's decision, just as it had no impact on the Gaudreau and Arnold signings last year, but you'd have to think it's one more thing for them to consider.

So basically if he's not assigned to Kingston before the trade deadline and is sent back to the OHL the only place he can play after Kingston's season is done is Calgary.
Just to add a bit of a time line:
Feb 14th - Bennett is cleared for contact, reports say the Flames will take 7-10 days to decide what is next for him
Feb 21/23 - Flames make their decision. Bennett is presumably either returned to Kingston or is placed on the active roster and goes on a conditioning stint to the AHL for a max of 2 weeks
Mar 2nd - NHL Trade deadline day. Approx. one week into Bennett's conditioning stint. If Bennett is not assigned to Kingston by this day Bennett is ineligible to participate in the AHL playoffs. NHL roster limit is lifted.
Mar 22nd - Final day of regular season games in the OHL. Kingston will presumably make the playoffs as one of the Eastern Conferences bottom 4 teams
April 6th - Approximate end date of the first round of the OHL playoffs. If Kingston is out and Bennett is called up at this point he would be available for the Flames final five regular season games and playoff is we make it. If he was sent back to Kingston prior to the trade deadline he would be eligible to be assigned to the AHL
I feel like if he is ineligible for the AHL playoffs and Kingston makes it past the first round it highly unlikely the Flames put him in for his first game in the playoffs unless there are several injuries

If he goes back to Kingston I hope it's after he gets a few NHL games. It's good for a player's development if they know what the road they're on, and the destination looks like. Experiencing the taste of live NHL speed and skill first hand before going back to the OHL will help his mental game. I'd say it would help motivation too, but it sounds like for Sam motivation is his middle name.

Really want to see him get at least 9 games, sooner than later. If he can bring more production to a 2nd/3rd line consistently - That would be equivalent to a move at the deadline to bring someone in.
I think this would help him next year, where I'd be thrilled to see him put up a performance like Monahan in his first year. But, if he gets time and confidence this year, he might actually put up a season above that. And if that is the case, you've likely taken another year off the rebuild towards being a legit contender.

If my understanding of the AHL rules is correct, yes.
The only caveat on that would be if he has a setback in the next week or two and isn't cleared to play until after the deadline. In that case, I believe that as long as he's sent directly to the OHL upon being cleared to play, he'd be AHL playoff eligible, but if he played a game for the Flames (either AHL or NHL) after the deadline, he'd only be able to play in the NHL when Kingston's season ends.
That's why I said it's probably not going to be a big factor in what the Flames do with him. The worst-case scenario is that he has to come to Calgary after the Frontenacs' season ends, which isn't really a bad thing at all.

The only thing it might impact is the bonus structure on Sam's contract.
