These are the rules of the last expansion draft that took place 15 years ago:

26 of the 28 teams existing in the league at the time of the draft were each allowed to protect either one goaltender, five defensemen, and nine forwards or two goaltenders, three defensemen, and seven forwards. The Atlanta Thrashers and Nashville Predators had their entire rosters protected, as they were the two newest franchises in the league, only being in existence for one and two years respectively.
For teams protecting only one goaltender, there was no experience requirement for those left unprotected. 52 players were chosen in the draft, two from each participating franchise. Only one goaltender or one defenseman could be selected from each franchise. Both the Blue Jackets and the Wild were to use their first 24 selections on three goaltenders, eight defensemen, and thirteen forwards. The final two picks for each team could be any position.

I think players with 2 years or less of pro experience were exempt from the expansion draft. This is the time when a GM really earns his salary.
and as far as protecting a goalie, I'd protect Ortio first.

We haven't had an expansion draft in the cap era yet, so it will be interesting to see what changes are made. A lot of things in the business of the NHL have changed significantly in the last 15 years (hard to believe it's been that long since the last expansion).
How will players with no trade and no move clauses be treated? How will pending UFAs be handled? Which players will be exempt?
Depending on the specific rules used, Monahan, Gaudreau, and Jooris could all be exempt from a 2016 Expansion Draft, or none of them could be exempt. Monahan is the least-likely to be exempt, and Gaudreau is the most-likely. If they end up exempt, it makes Treliving's job a lot easier.
Will we see teams leaving pending UFAs (Hudler, Hiller, Russell for example) unsigned until after the expansion draft, knowing that the expansion team's GM is unlikely to choose a player who will be a free agent a week later? If teams decide to do that, will the players decide they might as well just wait the extra week to hit the open market?

Very good point about the cap era. I wonder if the expansion draft rules will be entirely different and/or salary based. I would think most teams would be able to easily expose X number of players because every team has a number of contracts they'd love to get rid of. Problem is, I'm sure Vegas or whoever doesn't want to be saddled with a bunch of bad deals but if that's all that's available in the expansion draft they might have no choice unless the rules are changed.

10,000 seems like a really low goal. I think you need at least 13,000 to create sufficient demand in the marketplace in an 18,000 seat building. It's good that they're off to a good start, sounds like they'll exceed their goal. Hopefully they keep selling after they've reached it.

Was kinda hoping the NHL was done trying to do gimmicky expansion attempts into sunbelt areas (Seattle, Quebec City and Portland would be much better alternatives). Just don't see how this is successful longterm, but we'll see how it goes, I guess.

Yeah, I agree but Seattle doesn't have an arena, Portland doesn't have an owner and Quebec City is a small market Canadian city. Las Vegas has an owner, an arena and isn't a small market Canadian city.

I wonder if you were an NHL player if you would generally feel the same. I would imagine that for temperature, privacy and tax reasons the 'gimmicky' locations are pretty enticing.

Sure
but every player in the gimmicky locations is relying on the HRR from real hockey markets to inflate the salary cap and floor. If the average NHL market had the revenue of Arizona or Florida, I suspect NHL players would be taking summer jobs to make ends meet.
