No, the Vog is base destiny.
you'll need to be at least level 26 to do any damage to high level enemies in the vault though.

I missed the fireteam invite from Cheese. Is there a way to accept after the first little popup disappears? Also does the fire team chat just not work??

Yeah just go back to dashboard and there's a little globe looking thing in the top left corner of the screen. Just click on that and you can accept invites and look at messages from there
