From the NHL rulebook:
Rule 74 – Too Many Men on the Ice - Player and goalkeeper substitution – retiring participant must be within 5 feet of the bench and out of play.
The Flame coming off the ice was literally in the process of stepping onto the bench when his replacement engaged the Shark... doesn't look like they called it correctly.
