Let him get back to the skating, working out and scrimmaging in Calgary. He'll be ready for game play in another month or so, hopefully. Then send him back to the O to finish the season.
Determine where he'll play next season...in October 2015.
I'd be shocked if there is any other plan at the moment.

But y'know like, 'e made the team out of camp so like, there's a chance 'e might y'know stay with the big club so like don't be shocked if 'e does

Hard not to be impatient with a player this good, but we should be thinking super long term right now. What's best for Bennett 5 years down the road?
I think the conditioning stint would be a good idea, then send him to Kingston for an opportunity to be a leader and to learn how to play some playoff hockey.

Can he participate in any practices with the team?
Being around the NHL team all season, watching how they operate and getting to know the guys is bound to be great for his development. It makes the lack of game-time this season an easier pill to swallow.

Its available all year as long as the player hasn't been assigned to Junior.

It was my impersonation of Hartley saying that Bennett made the big team out of camp....so why would you be shocked if he wasn't playing in the WHL this year?

Of course, this has to be the priority for this organisation, but that line of thinking should not preclude the possibility that Bennett does in fact end up playing games in Calgary this season. As has already been noted, he DID make the team out of camp, and had arguably just as impressive a camp as did Gaudreau—injured wing and all.
I think he does a conditioning stint in Adirondack. He is such a competitive kid (which is likely part of how he worked his way into a position to crack the opening night lineup in the first place); I suspect that he will be focused on doing whatever he can to force the Flames' hand in this instance. Even if he ultimately does return to Kingston this Spring (which I think is most likely), a few games in NY or Calgary will not hurt him in the long term.

Yep, that's going to be the tougher task, keeping Bennett on a leash as he'll go through a wall to play games in the NHL this season.
As long as he and the team don't put him in a vulnerable position (I.E putting him in before he's conditioned properly) he'll do fine.
I can fully see any one of the three situations happen this year.
1. plays his 9 games or rest of the season with the Flames
2. gets sent to the baby Flames for a stint and his season gets decided upon his performance down there.
or
3. gets sent back to Kingston to log tons of minutes.
Personally, I'd like to see him get his 9 games.

It'll be a conditioning stint in Addy then 9 games, possibly to finish the Flames' season. No matter what, the conditioning stint will be the first thing to happen. He'll probably look awesome on the baby Flames and they'll give him that look on the big club, especially if we're making a pitch for playoffs still and could use the help on offence (and some energy, being late in the season).
Going to be a fun few months of hockey. I can see a Gaudreau-Bennett combo sniping a few huge goals for us late in march/early april that will play into our playoff fate.

Doesn't make any sense to keep him. Maybe send him to the AHL for a brief conditioning stint to test the shoulder, but after that back to the OHL to get his game back. See him next year at development camp, and then with the rookies prior to main camp. That would be best for the player and the Flames long term. No reason to push the kid into the lineup right now.

If the situation allows it, there's absolutely no harm in giving him a short taste of the NHL before sending him back. I doubt seeing what the big league is all about and what he needs to work on would have a negative impact on his development.
