They do both. It's very common for GMs to take in a game or two (if not more) of this tourney, regardless how the NHL team is doing. They'll look at potential picks next season as well as any of their own prospects that are playing.
I dislike MacT as much as anyone else, but I don't see the problem with him being there. I'd actually be more surprised if he didn't take in any game at the WJC.

Certainly nothing wrong with MacT scouting at a game with the potential 2015 top 2 picks playing. If the Flames were in last place I would want Treliving there. As a Flames fan, I would also want him to keep a low profile. Show some class!!! No TV interviews!! The Hockey gods are always watching.
