Try installing the samsung drivers to get fastboot to recognize your device. If you can do that you should be able to see what is on the One+ and copy it to your PC. This should also help the phone be recognized in MTP mode where you say it recognizes it for a second then its gone. Try following the instructions here. After the drivers are successfully installed plug in the One+ and see if your PC will recognize it in windows explorer.

It just requires adb installed on your computer. Google "oneplus one adb drivers" to find them.

Everything I'm reading says that the phone needs to be rooted for this method. My phone was never rooted.
I appreciate all the help guys, I don't know what I'm going to do.

I don't even know what to do once I follow your link. I've tried so many different steps and versions.
I'm so very upset and tired. I'll get back at this in the morning, I guess.

Also as others said. With add you should still be able to recover your files. But that was before the wipe. If the phone can be booted the files can be recovered if only wiped once.

DJ, do you ave a case on your phone? If so, take the case off and see what it does.
A user on one of the android boards mentioned he had this happen and it turned out to be a stuck volume key.

No case.
I'm ####ed. Checked the phone this morning. Still doing the loop thing.
I'm so distraught and upset right now.

No, I did not do the wipe. I thought I did. The Phone still boots up, for a second, to the main screen. I can see my arrangement of icons, etc. But then it shuts down and reboots.

If it is stuck in a loop and recovery is the only stable part of the phone you will need to learn how to use ADB. Or does the 1+1 use fastboot?
Once you install ADB and getting running it's as simple as running a pull command in a command line shell. It seems daunting but it really is not too bad, just need to read and be patient.

I've already downloaded a file and installed it. I didn't see a 'readme' file anywhere. I'm normally very independent when it comes to "techy" types of things, so this is tough for me...cause I don't understand WTF to do.
I'm not trying to play the ignorance card here...I really don't know what to do. I downloaded and installed a program called adb-setup-1.4.2. I ran through a few screen and installed the program. So now what? Sorry...I just don't know what to do next.

Does your pc recognize your phone while in recovery? That's the first step. Google had some pretty decent install steps on their development page.
I also find it easier to install ADB into its own folder, call in android or whatnot. That's where you will end up pulling/pushing files from.
I don't have any experience with your phone but from what I understand it is very similar to a nexus. I'll see what I can dig up here.

I downloaded ADB to my desktop and ran it from there. Like I said, it flashed a few DOS screens and installed.
When I put the phone into FASTBOOT mode, my computer makes a sound, as to recognize the phone. However, I can not see the phone in my list (computer, drives, etc).
When I put it into recovery, it does not make the sound.

good try adb devices from the same place, should give you the same result.
The pull or copy command is pretty simple, it's just adb pull (source path). It will copy your phone files into your platform-tools folder. You will just need to know your folder structure on your phone. Some one with a 1+1 can chime in with that, something like sdcard/camera/DCIM something like that.
