So recently Canada has sent troops to help fight Isis, then attacks happen

It's too early for this attack but I believe the Quebec attack is relative to that

You can't blame people for relating attacks like this

hopefully this does not start spurring people to shoot at soldiers here in canada - these guys have mroe than enough to worry about when they leave canada, they should be 100% safe here in canada.

I'm happy to assume that, if there are multiple shooters, they're working on the same schedule even if they don't know each other.

By organized, I really mean targeted: they've been on the loose for 2 hours now. There must have been lots of opportunities to attack other people, but the focus seems to have been on military and government.

A couple second hand reports of people in Rideau saying they are locked down but have not heard anything. CBC has confirmed a shooting in or in the vicinity of Rideau.

That would support the unconfirmed reports of police chasing a suspect through Rideau Centre. CTV reporter says they were chasing a suspect into the mall.

I think he can make a case for invoking it. In the Quebec terrorist attack, they had a guy that they felt was a ticking time bomb but didn't have the legal means to apprehend him. They also stated that there are up to 90 other Canadians being watched closely as homegrown jihadists. Then last night, they raised the terror alert based on "chatter". If it turns out that these criminals or terrorists are part of the same group of 90 and that is where the chatter came from, then I could see the WMA enacted in order to round all these guys up.

I believe WMA has been repealed and replaced by the Emergencies Act of 1988.

The War Measures Act doesn't exist any more. The new version (Emergencies Act) is more limited and must abide by the Charter of Rights and Freedoms.
